Rome Declaration on Water Scarcity in Agriculture: A Step Towards Sustainable Water Management
On October 17, 2024, member countries of the Food and Agriculture Organization (FAO) adopted the Rome Declaration on Water Scarcity in Agriculture. This crucial initiative aims to tackle the growing issue of water scarcity, exacerbated by climate change, particularly in the agriculture sector. The declaration was a key outcome of the High-Level Rome Water Dialogue held during FAO's World Food Forum (WFF) from October 14-18, 2024.
Water scarcity is one of the greatest challenges of the 21st century, especially in agriculture, which consumes over 70% of global freshwater withdrawals. By 2050, more than half the world's population is expected to face water shortages for at least one month each year, threatening food security worldwide.
The Global Framework on Water Scarcity in Agriculture (WASAG), launched at the 2016 UN Climate Conference in Marrakesh, is a key player in addressing water management challenges. Through the Rome Declaration, member countries committed to stronger political, financial, and policy support to combat the impacts of water scarcity and climate change, including floods and droughts. FAO Director-General Qu Dongyu emphasized the need for resilient, sustainable, and inclusive agrifood systems, positioning agriculture at the center of global climate change discussions.
Family farming, which accounts for over 90% of global farms and produces 70-80% of the world’s food, plays a pivotal role in food security. However, these farms are particularly vulnerable to water scarcity and climate crises. The declaration highlights the need for supporting family farmers, especially in low- and middle-income countries.
The International Fund for Agricultural Development (IFAD) announced plans to mobilize $10 billion over the next three years to improve agricultural productivity, resilience, and incomes for rural communities. This investment will support rural entrepreneurs in developing businesses and creating jobs, ensuring a more sustainable future for the agricultural sector.
The adoption of the Rome Declaration marks a significant step toward addressing water scarcity in agriculture. By focusing on sustainable water governance, family farming, and climate resilience, the global community is working together to build a more secure and sustainable future for food systems.
