On October 2, 2024, the Asian Development Bank (ADB) approved a $162 million loan aimed at boosting sustainable and inclusive tourism development in Himachal Pradesh. This initiative will focus on the revival of five pandemic-hit districts—Hamirpur, Kangra, Kullu, Mandi, and Shimla—under the Sustainable and Inclusive Tourism Development Project. The goal is to promote heritage, cultural sites, and environmental sustainability while unlocking the state’s tourism potential.
The tourism industry in Himachal Pradesh, a significant contributor to the state's economy, was severely impacted by the COVID-19 pandemic. The $162 million loan from ADB is designed to breathe new life into the sector by enhancing existing infrastructure, promoting lesser-known sites, and improving accessibility for all types of travelers.
The selected districts for this project are known for their rich cultural heritage and natural beauty, but they have struggled to recover post-pandemic. ADB's loan will help these regions re-establish their tourism economies by modernizing facilities, improving tourist management systems, and developing eco-friendly infrastructure.
1. Heritage and Cultural Site Restoration
Naggar Castle, Kullu: ADB’s investment includes restoring Naggar Castle, a historical gem in Kullu, to bring it back to its former glory. As a popular tourist attraction, its restoration is expected to draw a significant number of visitors, boosting local revenues.
Cultural Sites in Mandi and Hamirpur: Plans include the revival of ancient temples, forts, and other cultural sites. This will not only promote cultural tourism but also preserve the rich heritage of these regions.
2. Infrastructure and Public Space Development
Convention Center in Kangra: The construction of a modern convention center is expected to attract international and national events, encouraging business tourism.
Eco-friendly Upgrades: Infrastructure development will focus on using environmentally friendly technologies like solar-powered lighting, electric vehicle charging stations, and green energy systems for tourist facilities. This move aligns with ADB’s broader commitment to sustainability.
An integral part of this initiative is ensuring that tourism development is inclusive. Special measures are being taken to make sites and services accessible to all:
Enhanced Accessibility: New wellness centers, recreational facilities, adventure sports hubs, and water parks are designed with accessibility in mind. Provisions will be made for the elderly, women, children, and people with disabilities, ensuring that tourism in Himachal Pradesh becomes a more inclusive experience.
Adventure Tourism and Wellness: With the creation of an adventure sports hub and wellness centers, the project aims to cater to tourists looking for holistic health and adventure experiences. These sectors are becoming increasingly popular and will help diversify the state’s tourism offerings.
ADB’s support extends beyond infrastructure. The project will enhance the institutional capacity of the Himachal Pradesh Tourism Development Board (HPTDB):
Comprehensive Tourism Strategy: ADB will assist the HPTDB in formulating a robust tourism strategy, marketing plan, and effective management system. This will include district-level tourist site management to ensure the sustainability of tourism efforts.
Skill Development: Training programs for local authorities and tourism professionals will help build a more efficient tourism management framework, ensuring that the state can handle increasing tourist numbers without compromising on quality or sustainability.
This loan is part of ADB’s continued effort to assist India in achieving its development goals. Earlier in 2024, ADB approved a $2.6 billion loan to finance urban development and climate resilience projects, highlighting its commitment to long-term sustainable development across India. Additionally, a $240.5 million loan was sanctioned for the expansion of solar rooftop systems, underscoring the bank’s focus on renewable energy.
